“Now we are a nation in decline. We are a failing nation,” he said of inflation, higher gasoline prices and problems at the southern border. “We are here tonight to declare that it does not have to be this way.”

Mr. Trump added: “I will ensure that Joe Biden does not receive four more years.…Our country could not take that.”

As Mr. Trump made his announcement, President Biden said on Twitter that his predecessor “failed America.” In a statement, Democratic National Committee Chairman Jaime Harrison predicted Tuesday would be “just the kickoff to what will be a messy Republican primary.”

Mr. Trump lamented how long it was taking to know the full results of last week’s midterm elections, and he proposed requiring ID for all voters, same-day voting only and paper ballots rather than machines.
