2万人大转移!石家庄这波疫情没你想的那样简单

疫情反扑,比我们想象的来得更快。

上个月,全国不过9个中高风险地区。

疫情地图一片“绿”。 


但不过半个月时间。

河北省累计确诊病例338例

中高风险地区,已经上升到76个。 




沈阳、大连、黑龙江望奎县,逐一进入封锁状态。

据澎湃新闻最新消息,石家庄、邢台、廊坊全城封闭管理,人员非必要不外出。


到目前,石家庄藁城区12村庄2万多人异地集中隔离。

地铁、公交停运。


学校、娱乐场所全部关门。

街道空空荡荡。

只有环卫工人在打扫,以及防疫人员在巡逻。

一座1100万人口的现代都市,被按下暂停键。

国家卫健委发声:河北疫情防控疫情的形势,依然严峻复杂。

 


1月11日,长长的车队、浩浩荡荡、拖家带口......在春节前的一个月,石家庄市藁城区增村镇12个村庄的2万多名村民,因为疫情不得不离开家转移到异地集中隔离。



这一幕也让人觉得,河北疫情在中国抗击新冠疫情史中所产生的影响和意义,需要重新审视和定位。


新定位:这是我国首次面对和处置集中暴发在农村的疫情


这几天在网上看到一条网友留言:“河北抄了湖北的作业,一年前答错的现在继续错”。


一方面,就算是抄,有什么不可以的?中国能在如此短的时间内把疫情控制得最好,成为世界战疫中的优等生,武汉经验功不可没。特别是在武汉战疫中探索的封闭式管理、隔离、方舱、中医药全程介入预防治疗康复......这些用生命所换来的成功经验,河北为什么不能理直气壮地拿来用呢?


再者说,全国战疫一盘棋,全国统一指挥,武汉经验就是中国经验。从这个层面讲,我们中国人自己的经验,河北抗疫又何来“抄”一说呢?很显然,用“抄作业”来形容河北当下的战疫局面是不准确、不合适的。



河北战疫所答的其实是一份新考卷、新作业,和武汉有相同的题型,但又有极大不同。看一看昨天石家庄市藁城区增村镇12个村庄浩浩荡荡的转移队伍,这在已经发生了的一年多的全国战疫中,是从来没有过的一幕。石家庄76.39%的确诊病例在藁城区,藁城区95.62%的确诊病例在增村镇。这说明什么呢?说明河北战疫的主战场在农村。


农村不同于城市,相对地广人稀。如果在村庄原地隔离的话,就会出现两个严重的问题。一个是无法提供及时、有效的保障,农村就会乱。由于村庄基础生活设施的薄弱,难以应对如此大规模的突发事件,大量日常生活补给很难跟上。事实上也确实出现了这样的问题,有的村子里的食品店仅剩一家营业,且限量供应,芹菜一家只能买两根。有的村民家里只剩3颗大白菜,鸡蛋和水果也断供了,一天只敢吃两顿饭。再一个是管控起来难度大,很容易出现交叉感染,确诊病例会越来越多。不仅一家人住在一起会相互感染,不同住户的村民也同样会相互交叉感染,因为农村散居的特点,防控人员不可能做到一家一户地盯着,防疫力量是达不到的。


所以,对2万多名村民进行转移并集中隔离是一定要做的。集中隔离地点大多在宾馆和学校,不仅日常生活能够做到集中保障,而且“一人一隔离”的网格化管理还最大限度避免了交叉感染。尽管在隔离中也出现了隔离点的暖气不好用等这样那样的问题,但这些都是暂时的,也是可以理解的。毕竟如何面对和处理农村疫情,河北也是第一次,全国更是第一次,就像当初的武汉一样,从摸索到熟练应对,难免会出现这样、那样的问题,但这条路子一旦趟出来了,意义就会厚重而深远,势必为全国各地在遇有农村疫情时提供重要样本和重要借鉴。



说实话,2万多人转移的一幕让人很触动。因为转移通知来得很突然,但村民们却都很配合。这想一想都让人不禁落泪,天寒地冻、背井离乡、临近春节......感动于村民的朴实和无奈。


新审视:多种迹象表明河北这波疫情反弹比预估的要严重


看到身边的北京朋友在朋友圈吐槽,说有人上午刚从北京开车去天津,下午就回不来了,被防控人员堵在进京路口,必须要有要核酸检测阴性证明......


中国有句老话,一方有难,八方支援。

河北同胞遇到困难?

这一次,我们照样全力驰援!

1月9日,北京天坛医院志愿者整装出发。

外加5万份核酸检测试剂。


有人问援冀医护:你准备了好吗?他举起拳头回应:充满信心! 


湖南湘西疾控中心专家姚华。

一年前,他支援武汉。

一年后的今天,他再次北上石家庄。


1月7日,唐山200名医护志愿者,火速驰援石家庄。


武汉也来了。

1月6日晚,当地医疗队接到支援通知。

连夜赶上火车,次日八点到站,九点到现场,十几个小时,滴水未进。

为何这么拼?

他们说:报恩。



1月7日,“江浙”星夜兼程,驰援石家庄。

江苏医疗队106名。

浙江医疗队103名。

赠送的物资就更不用说了,都是包机送来的。

而石家庄也给力。

以最高礼遇接待“援冀志愿者”。

铁骑开路。

警车全程护航。  


晚上9点,医护人员抵达河北机场。

这时,“河北空管分局”和“专机机组人员”,有一段塔台对话。

一开始各省援冀医院派出的还只是以核酸检测为主的检验科医技人员,但这两天武汉大学人民医院的援冀重症医疗队来了,广东省中医院副院长和重症医学科主任也带队来了......


石家庄市、邢台市、廊坊市全域实行封闭管理,在公路、铁路、城市客运、民航、水路等方面,采取最严格的管控措施。大交通被封了,小交通也被封了......


不仅对发现病例最多的3个村集中隔离了,有病例的12个村也转移集中隔离了......


老人确诊病例在上升、农民确诊病例在上升、儿童确诊病例也在上升......


以上种种迹象表明,河北疫情远没有想象的那样简单。刚开始觉得无非是感染人数比以往的反弹多了一些,情况是很严重,但应该很快就会过去。现在看来,实际情况可能比预想的还要严重,高峰和拐点都没到来,传播依旧在继续,短时间内恐怕是很难过去了。


新提醒:任何的麻痹大意和懈怠都会像河北一样重蹈覆辙


之所以这样说。主要是最近看到发生在山西的两个感染病例。1月11日晚,山西省晋中市召开新闻发布会通报晋中市榆次区新增2例无症状感染者,两人均为河北来晋人员。当地的流调显示其中一个感染者1月4日与其妻子从河北省石家庄市藁城区增村镇杨马村繁荣南街自驾车,另一个感染者1月2日由河北正定机场站,乘G615到太原南站。


这两个感染者都曾到过河北的中高风险区,但回到山西晋中后却可以自由活动到餐馆就餐、到超市购物,直到核酸检测发现感染后才被隔离。这样的防疫太滞后和被动了,对来自中风险、尤其是高风险地区人员必须第一时间进行隔离,最起码也应是居家隔离,怎么能让其到处瞎逛呢。这种放任一旦传染开来,谁能够保证山西晋中不会成为下一个石家庄?


河北的教训极为深刻,全国各地任何麻痹大意和懈怠都会像河北一样重蹈覆辙;河北的疫情样本也是全国首次,这份考卷我们一起答!河北加油!战疫必胜!

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
