讲习班简介:


本次讲习班将围绕反贫困研究前沿议题和创新实践,进行全面介绍。授课内容既聚焦于反贫困研究的前沿领域,将邀请澳大利亚新南威尔士大学社会政策研究中心的三位学者讲授贫困测量方法、儿童贫困与发展、科技发展与贫困问题;同时也邀请中国学者对我国的“精准扶贫”战略进行系统梳理。此外,本届讲习班还增加了案例分享环节——京东的“精准扶贫”与友成基金会的“双椒”(贫困地区青年教师)计划。这两个案例既呈现出技术创新与社会创新在反贫困领域的互动,同时又代表了新形势下,企业和社会组织参与反贫困实践的前沿趋势。在案例分享环节,将邀请案例的一线运作者与学者进行对话,力图在生动呈现案例的同时,对其进行深度的学术提炼。


授课语言分别是英文和中文,不设翻译。


本次讲习班不收取任何费用,学员的交通和食宿费续自理。

授课内容和授课学者简介(以时间先后为序)


Dr. Yuvisthi Naidoois is an early career researcher. Her thesis involved developing a set of metrics to measure the standard of living and well-being of individuals and applying the methodological framework to analysis of older Australians. She has experience working on Australian Research Council funded projects on poverty, deprivation and social exclusion in Australia, with the most research project involving cross-national comparison of deprivation amongst European countries. Before joining the SPRC, Yuvisthi worked for the Australian Housing and Urban Research Institute on sustainable housing and support options for older homeless people and in research and marketing for the consumer goods conglomerate Unilever. Her broad research interest is Australian and comparative social disadvantage analysis including the concept and measurement of poverty, deprivation, living standards and wellbeing.

Topic: Evaluation and Analysis of Poverty

This lecture will introduce the different ways that researchers measure and interpret poverty and deprivation, and inequality more generally. These concepts will be illustrated with recent SPRC conducted Australian research and include cross-national comparisons with OECD countries. The intention is to provide an overview of the broad concepts, the methodologies behind measures, the application of concepts using quantitative data and the ability of poverty research to impact social policy. It will showcase some of the most recent innovations in international poverty research.


Dr. Jen Skattebol, is a Senior Research Fellow of SPRC, conducts policy relevant research related to the lives of children, young people and their families. She has expertise in the design of methodologies which are sensitive to the politics of marginalisation, and in incorporating educational and capacity building elements in research design. Dr Skattebol has experience teaching in early childhood and primary settings and spent 10 years as a teaching academic in the School of Education at the University of Western Sydney. In 2008, she was awarded a Creswick Foundation Scholarship to investigate the leadership challenges in integrated service provision. She is primarily a qualitative and mixed method researcher grounded in the disciplines of education, sociology and social policy. Her methodological expertise is designing research with children and young people in contexts of disadvantage. She has worked extensively with government and non-government bodies on issues related to child and youth poverty and how service systems might better meet the needs of these young Australians and their families. Current research projects include a mixed method studies of low income families experiences of the early childhood service system, of child wellbeing in the middle years and an investigation of the life courses of young people using multiple service systems.

Topic: Children and poverty

Her research explores issues of economic inequality and how they are experienced by children and their families. She is interested in how constructions of family are lived and experienced and how the nexus of the family is a site where inequalities and power focus, operate, are resisted and transformed. This work includes consideration of how young people manage tensions between family and school (and other services) and how services might be more responsive to the needs of disadvantaged citizens.


A. Prof. Bingqin Li’s research is on social policy and governance. Her current projects include governance of age-friendly community, local government motivation in delivering complex social programs, social inclusion and integration, urban governance, and social spending. She has particular expertise on China and works also on other countries in Asia, and on comparative studies of policies between Asia and the West. Bingqin Li has played an important role in introducing international social policy research to China, through editing two series of translated series of key texts. Bingqin has also consulted international organisations, such as the World Bank, European Union, the WHO, UNESCAP, IIED, and the DFID. She has also collaborative research relationship with UNRISD, top Chinese universities and think-tanks such as DRC and CASS in China.

Topic: Technological innovation and poverty

This lecture reviews the historical development and theories on the relationship between technological innovation and poverty and its policy implications. The will examine 1) how technology change has transform the nature of poverty and generate new social needs; 2) the usage of new technology in social policy decision making, delivery, and governance; 3) how technology innovation has challenged the existing assumptions on which social policies dwell upon; 4) The responses internationally.


汪三贵,中国人民大学农业与农村发展学院教授、博士生导师,中国人民大学中国扶贫研究院院长,中国农村金融研究所副所长,兼任国务院扶贫领导小组专家咨询委员会委员、中国发展研究基金会学术委员会委员。主要研究领域为农村贫困和发展金融,主持两项国家社科重大项目“我国特殊类型贫困地区扶开发战略研究”和“实施精准扶贫、精准脱贫机制与政策研究”,入选教育部新世纪优秀人才支持计划,出版贫困方面的学术专著10部,在国内外发表学术论文140余篇。2010年荣获第四届中国农村发展研究奖,2011年荣获国务院扶贫办首届“友成扶贫科研成果奖”,同年被国务院扶贫领导小组评为全国扶贫开发先进个人。

题目:脱贫攻坚与精准扶贫:理论与实践

该讲座将介绍中国农村贫困的定义、现阶段脱贫攻坚的总的目标和主要策略。重点介绍精准扶贫提出的背景、内涵和主要政策。总结精准扶贫在各地的实践和主要模式,分析脱贫攻坚和精准扶贫实践中面临的主要问题以及可能的政策选择。


李敏,京东公共政策首席专家,社科院博士,农业部信息化标准化技术委员会专家,十三五电子商务规划专家组成员,商务部中国国际电子商务中心特聘专家。制定与实施了京东电商精准扶贫战略,参与多部与电商扶贫、农村电商相关的书籍著作或课题研究工作。

题目:基于电商平台视角的精准扶贫创新模式与实践——以京东为例

我国是世界上人口最多的国家,又是互联网市场最大的国家。将互联网技术与扶贫开发工作相结合,既是我国的创新之举,又是我国的现实需要。近年来,以京东为代表的我国互联网平台企业纷纷从自身商业模式出发,整合内部优势资源,联合政府与社会各界的力量,在一定的公共服务体系基础上开展电商精准扶贫相关工作,并取得了良好的扶贫成效。精准扶贫是一个新兴的研究领域,从理论研究到成功实践还不十分成熟,尤其是选取的以企业视角去研究电商精准扶贫,更是一个正在边实践边探索的领域。也正为此,此研究更具有探索意义。


汤敏,友成基金会常务副理事长,国务院参事室参事,监察部第五届特邀监察员。中国人民银行研究生部部务委员会副主席。中央党校、北京大学、武汉大学、暨南大学兼职教授。北京市、广州市政府金融顾问团顾问,中国经济五十人论坛成员,欧美同学会商会理事等。1989年至2007年间历任亚洲开发银行经济发展研究中心经济学家,亚洲开发银行驻中国代表处任副代表兼首席经济学家。2007年9月至2010年9月间,担任国务院发展研究中心中国发展基金会副秘书长。自2010年起,汤敏先生发起了常青义教、双师教学、乡村教育创新计划、乡村青年教师社会支持公益计划(简称青椒计划)等教育公益项目。

苗青,现就职于友成企业家扶贫基金会副秘书长。2007年毕业于德国柏林自由大学,曾任德国华人社团联合会和柏林中国艺术家协会秘书、国家汉办长城汉语中心国际合作总监、东方希望文化传播公司市场总监等职,策划了德国、奥地利、美国、澳大利亚等国艺术交流活动。2011年起,加入友成基金会。策划实施了小鹰计划、常青义教、双师教学、益教室、青椒计划等多个创新教育扶贫项目,监督管理新公益嘉年华、扶贫志愿者行动计划、电商扶贫、创业咖啡、易知专项基金、凯迪拉克小狮子计划专项基金等项目。目前致力于社会创新治理、创新教育扶贫项目研发和管理工作。

题目:友成基金会创新教育扶贫项目的实践案例——青椒计划

中国的教育公平问题一直备受关注,尤其是中国贫困地区的教育问题、弱势群体的生计问题,多年来汤敏在友成基金会发起创办了多个跨界创新的项目:在基础教育方面,泛起关注贫困地区中小学校教师成长的项目“常青义教”、“双师教学”、1教室,意在解决乡村地区优秀教育教学资源缺乏,缩小城市乡村的信息鸿沟;在高校教育方面,发起关注大学生创业启蒙教育及创业实践的项目“创业咖啡”,重点解决大学生毕业后的创业就业压力问题;在终身教育方面,发起在职业技术学校中开展MOOC教育,关注农民工教育及发展的项目;2017年9月起,汤敏联合全国30多家公益组织、高校、企业发起了推动乡村青年教师成长的互联网教师培训项目青椒计划,目前受益群体大约33800教师,遍布全国19个省市、自治区,在教育扶贫领域打造了一个;他结合多年在金融领域、教育扶贫领域的工作实践,出版发表了著作《中国经济:警惕黑天鹅》、《慕课革命:互联网如何变革教育?》,对中国当代教育发展问题提出了相当多思考和预测。
