奔向净零 | 苏格兰的低碳投资机遇线上研讨会 - 海上风电，氢能，低碳供暖

With the 26th UN Climate Change Conference of the Parties (COP26) almost now upon us, the attention is naturally falling on the whole of the UK as formal host, but also on Scotland with the heart of the negotiations taking place in its biggest city, Glasgow.

Scotland has set itself the target of reaching net-zero carbon emissions by 2045. Since December 2020 the Scottish Government has published a series of policy papers that set out how it’s going to hit it. These offer a wealth of opportunities for overseas investors and supply chains companies who possess technologies in key areas.

苏格兰设定了到2045年实现净零碳排放的目标。自 2020年12月以来，苏格兰政府发布了一系列政策文件，以支持实现目标。这为关注低碳领域的海外投资者和清洁技术企业提供了很多商业投资机遇。

Scotland owns 25% of Europe’s offshore wind resources. It has 892MW of operational offshore wind including the world's first floating offshore wind farm, Hywind Scotland, 9.9 GW of projects under construction, consented and planned projects. Two of the largest offshore wind projects in the world, the 950MW Moray East project and the 1,075MW Seagreen project, are currently under construction. Moreover, Kincardine Offshore Wind Farm is the largest floating wind array in the world, which is also under construction.  As water depths increase, floating wind would be the trend in Scotland.

Meanwhile, The next offshore wind leasing round, ScotWind, is now underway with projects to be announced in early 2022 and this should see up to a further 10GW added to the Scottish market. This significant pipeline of projects represents an opportune time for foreign companies to enter one of the most mature markets in the world to showcase their capabilities and localise their manufacturing in order to service the wider European market.

In December 2020, the Scottish Government committed to investing £100 million between 2021 and 2026 into the development of a hydrogen-based energy economy. Further detail is expected to be set out later this year in a Hydrogen Action Plan, which will outline specifically how the Scottish Government aims to meet its target of 5GW of energy generated from hydrogen by 2030, and 25GW by 2045.

The statement highlights Scotland’s potential for generating green, zero-carbon hydrogen from offshore wind, and the repurposing of oil and gas pipeline infrastructure for hydrogen export to Europe.

The Policy Statement outlines three key phases in the Scottish Government’s proposed transition to a hydrogen-based energy economy — beginning with investment in blue hydrogen projects in the 2020s and eventually building up to green hydrogen production at scale by the 2045 net-zero target.

Scotland's Climate Change Plan has set interim targets of 35% of domestic and 70% of non-domestic buildings' heat to be supplied using low carbon technologies by 2032. Much of Scotland’s building stock is still without such technologies and legislation is moving quickly to change this. There is an urgent need to overcome the challenges preventing widespread adoption of low-carbon heating and so the opportunity in Scotland is Now.
