Electric bike registration procedure & new rules

Since March 1st 2017, the Shanghai authorities have started a crackdown on all unregistered electric bikes (e-bikes) where the traffic police has been given the power to confiscate them.


An e-bike needs to meet the following key regulations in order to be considered legal to drive:


  • Top speed cannot exceed 20 km/h

  • Maximum weight cannot exceed 40 kg

  • Continuous power output generated cannot exceed 240 W

  • Battery voltage cannot exceed 48 V

  • Tire thickness : 64 mm

  • Seat Length : 550 mm

  • Lateral distance of crank : 240 mm

  • Length between front and back axels : 1,350 mm



The Shanghai Bicycle Industry Association has made a list of certified e-bike sellers (dating April 2018) as well as a directory of legal models that fit the new regulations



If your e-bike meets the requirements above and you have not registered yet, then you are strongly advised to head to the one of the 16 designated e-bike license plate registration centers in the district where you live (list as of March 2018 is present to do the registration to avoid paying a fine.


Please note that it is not limited to one fine. For example, traffic police may often catch you and fine you. It is currently unclear how officially documented such fines are and potential future ramifications.


The registration centers above are open from Monday to Saturday between 8:30 AM and 5:00 PM.



In order to register your e-bike, you will need to bring the following :


  • The e-bike for inspection that it meets the regulations

  • Your passport

  • Your police registration form

  • Copies of the passport ID page and the visa/residence permit

  • Receipt for the e-bike (登记单)

  • Official invoice for the e-bike (发票)

  • The manufacturer’s card (合格证), which is included in the e-bike’s instructions manual


The registration is free of charge and you will get a permanent license plate.
