On 20th of July, 2021, the General Office of the State Council released the Circular about Deepening Administrative Reform, Vitalizing Market Potential and Assigning Key Tasks. The circular pointed out that relevant departments should work together to expand the scope of simple cancellation, so that business entities can exit the market more smoothly.2021年7月20日，国务院办公厅发布《全国深化“放管服”改革着力培育和激发市场主体活力电视电话会议重点任务分工方案的通知》，《通知》指出，要加强部门衔接，扩大简易注销范围，使市场主体退出更顺畅，促进市场新陈代谢。
The circular proposed to expand the scope of simple cancellation to business entities that have settled all debt obligations (Excluding listed companies), and shorten the period of public announcement to 20 days from 45 days. A mechanism can be established to allow market entities with minor abnormal conditions to file a second application of simple cancellation after the minor abnormal conditions are eliminated.《通知》提出，将简易注销登记适用范围拓展至未发生债权债务或已将债权债务清偿完结的各类市场主体（上市股份有限公司除外），将公示时间由45天压减为20天。建立简易注销登记容错机制，对部分存在轻微异常状态的市场主体，待其异常状态消失后允许再次申请简易注销登记。
